National and Regional Security Department as a representative of UNWE and together with four other scientific and educational organizations applied in August 2005 for the implementation of a project on "Management of security-related scientific research to support the transformation of the defense industry" (Management of Security Related R&D in Support of Defence Industrial Transformation – SfP-982063)from the mechanism „Science for Peace" of the NATO Program "Security through Science" (in 2007 the name of the program was changed to "Science for peace and security").
Participating parties, project partners are:

Institute for Intelligent Information Systems (ITIS);
- Bulgaria – Bulgarian Academy of Sciences, Sofia,
Institute for Parallel Information Processing (IPIP);
- Romania – National Military University (NMU), Bucharest,
Defense College;
- Macedonia – European University, Skopje,
Faculty of Economics.
The project director from the partner countries is Prof. Dr. Tilcho Ivanov – Department of national and regional security, Sofia, and the Director from the NATO member countries is Dr. Heinrich Buch – ITIS, Munich, Germany.
Co-directors from the partner organizations are:

- Mr. Julian Fota – Director of the Defense College, National Military University, Bucharest, Romania;

Brief summary of the project
The integration of the national defense industry into the NATO industrial base is an important task for Bulgaria, Romania and Macedonia. The main goal of the project is to examine the practices in developed countries and NATO member countries and to give practical recommendations for the transformation of the management of scientific research and development (R&D) in the defense industry.
Four main tasks will be solved within the framework of the project. Firstly, a new Concept and Model for R&D management in the defense industrial sector will be developed. Secondly, a general Policy Framework for R&D in the defense industrial sector will be prepared and measures will be proposed to improve the existing practice. Thirdly, a Research Network for Cooperation and a Database for the exchange of knowledge and information about the needs and requirements for R&D for the transformation of the defense industry will be built. In the framework of this task, an Internet site will be created, allowing the presentation of the national research potential of the countries participating in the project and its inclusion in the decision-making of allied projects. Fourthly, a Center of Excellence will be built to disseminate project results and to train practicing young scientists and R&D managers in the application of modern methods, practices and tools for R&D management in the defense and security sector.
The project aims to satisfy the current economic and social needs for the transformation and conversion of the defense industry and the security sector. One of the expected important results is the training of managers in the specific field of R&D management in the defense industry and public administration. The project should support the integration of the defense sector of the participating countries in the NATO industrial base and contribute to the improvement of international cooperation in the development of new capabilities and conversion of production. In the area of regional security and cooperation, it will contribute to the adoption of policies and administrative practices for defense and security R&D consistent with the practice of NATO member countries.
When building the project teams under Project SfP-982063, one of the goals is to attract young scientists and students. The active cooperation with the established scientists and specialists of the team and the participation in the implementation of the project activities aims to accelerate the career development and the confirmation of the young members of the team.
The project has a term of three years.

By the second quarter of 2008, under Project SfP-982063, four scientific conferences were organized in Bulgaria and one conference in Romania.

Researchers, experts, politicians and representatives of the state administration from all participating countries, as well as from other NATO member countries, participate in the scientific events organized under Project SfP-982063.
All events are accompanied by publication of results, speeches and materials. In the fall of 2008, the materials from the last two events - the Student Conference and the conference in Varna - will be published.
Within the framework of the project, visits were made to leading scientific and business organizations in the USA and Germany. The training and results of the meetings were used in the scientific work of the project team.
Research and training.
In fulfillment of the objectives of the project, comparative studies of the experience, practices and policies in the management of defense-related research and development activities of NATO and EU countries, as well as the countries participating in SfP-982063, were conducted. On the basis of the conducted research, a draft Concept and Model for R&D management was developed.
The development of the policy framework for R&D management was presented in the form of case studies of the practice of NATO, the EU and the European Defense Agency (EDA).
Based on the Concept and Model for R&D Management project, the logical and physical architecture of the Defense and Security R&D Status Database was created. A test version of the Database has been developed and installed on the Project server. The collection and filling of the information in the Database will be carried out by using the created information network, including the site, the software for working in a group and the mailing lists of the Project.
On the basis of a study of existing practices, preliminary steps were taken to develop the procedures and rules for the work of the Center of Excellence for Defense R&D Management, and Draft Regulations were prepared. In the spring of 2008, the work on the full development of the training programs at the Center began. By the end of 2008, the curriculum and the organization of the Center's activities should be discussed. Before the official start of training in the summer of next year, it will be preceded by a two-day test / pilot / training in early 2009.
At the moment, about 30 young scientists, doctoral students and students have taken part in the SfP-982063 Project.

Final development and adoption of the draft R&D Concept and Model as well as a policy framework for R&D management is pending. The filling of information in the Database will begin in September 2008, with the official presentation expected to take place in early 2009 after the equipment of the Center of Excellence for Defense R&D Management and the adoption of regulations for its organization and operation.
